Resilience Green Infrastructure Plan
A resident described flooding on every rainfall, flooded cars, rising insurance costs, and dangerous evacuation risk during hurricanes, asking for flood signage, drainage repairs and a safety plan.
Resilience Quotient program overhaul
Since 2018, Norfolk has required resiliency measures in new commercial and multifamily development, but an analysis of 115 site plans found only 30 needed the standard and just 12 used the stormwater capture option. Staff propose converting it from a mandate to an incentive program — density bonuses and faster reviews for bigger resiliency investments — with public outreach still to come.
Ocean View shoreline storm damage funding
After the September 26 nor'easter, Norfolk is asking the state for $20 million in non-federal match money — $17.5 million for Willoughby Spit beach and shoreline protection and $3 million for Army Corps emergency response work.
Flood mitigation non-federal match fund
The park's stormwater design is complete and the first construction RFP comes out in October, with amenities like pavilions and basketball courts to follow. Councilman Paige pushed to consider expanding the project's scope to help more of the neighborhood, and confirmed the floodwall Phase 1 is funded and underway.
